I agree HDB need to separate genuine first time home buyers from the
rest. For example, first time HDB home buyers could be given a 100%
concessionary loan and a bigger housing grant in order to buy their
first home. In addition, first time home buyers could be given double
chances of winning a flat queue ballot.

On the other hand, Singaporean whom have sold their first, second or
third HDB flats and are now looking for another flat should be given a
smaller housing loan. If these people bought their flat at S$100,000 and
subsequently sold it for S$400,000 and use the money to buy a new car
for S$100,000 then this group should be given the last priority for any
sort of flat choice.

At the moment, HDB don't seem to differentiate the housing needs of
various group of HDB buyers and it is confusing everyone.
