Subject: Govt take 8 hr to search and rescue victim in raging waters of canals is taking unacceptably too long lacked thinking skills
This unfortunate child who died after felling into the raging waters
of the canal was a repeat of accident that had had occured in Bt
Batok canal a few years ago in which a student died.
Taking 8 hour for the Govt to find the body showed there was something
wrong with the speed of them in having the knowledge and information
and to process them fast in knowing where to find and rescue the
helpless and frighthened child from drowning and the potential dying
in a unhappy state in the raging waters of the canal.
Most of them that fell in the raging waters of canals i nthe past
accidents died of drwoning not because they cannot swim to the nearest
wall of the canal to hold on there or to held on som metal bar or
concrete bostacle untill rescue arrives to recue them.
They died because they were knocked out of their sense by the
concussion on their head into metal bar barrier or concrete barrier or
under the edge of the concrete path bridging over the canal when they
swept through with the raging flow of the blurry and muddy waters in
the canal.
The minister of water resources should study why it takes 8 hour to
find the body of this child and where are thei weakness of finding it.
As a suggestion, is it not better to have flow map installed at each
end of any large drain and canal to indicate where the flows of waters
will flow to the various and large drains and especialy the arrow
signage showing in what directions the waters in the canl will flow
to .
The signage can be designed like a tourist map and installed at each
end of the canl as part of the explaination signage of the history of
the canal that flows to.
THe mapping of flow chart on signage will show the flowage of the
canal directions or that arrowing mapping of waters that will flow in
their different directions.
At each stage of the water flow arrows, they should be numbered at
each segment and stage of canal that starts and ends and where is
diverted to other large drains and canals.
All these should be on the signages that should be installed at each
end or at the side of the long canal so that anyone can see and mount
a rescue to the helpless vicitim that is flowing with the raging
waters in the canal.
If anyone or even passerby can locate the signage on the side or end
of the canal, the problem of finding and chasing up the drowning
victim can be shortened.
If the signages on the canal has arrow direcitons of its canal's water
flow, it wll ease the pain of guessiing to find out where the victim
or vody will evenutally flow to.
If water flow signages of the canal is installed on the side canal
sidewalk, it will ease anyone who wish to read and to know where to
cal lfor help.
If the signage is there, it wil ease anyone or passerby who can mount
a rescue on the victim in the canal with a rope or a wooden pole.
Ultimately, the water-flow-direction signage is to enable anyone
inclduing the Cvil defence in the knowing of where to chase up ahead
to where the victim will flow to and to mount a speedy rescue
operation to save the victim, like this unfortunate child who died and
it took 8 hour to find him.

Teen found dead after falling into drain
SINGAPORE: The body of a 15-year-old Indonesian teen, who had been
swept away after falling into a drain swollen with rain water was
found on Wednesday night.
Rescuers found his body in the canal next to Block 82, Whampoa Drive,
close to the 1- to 1.5-kilometre stretch that the Singapore Civil
Defence Force (SCDF) had been combing since late afternoon.
Paramedics pronounced him dead at about 11 pm.
The tragedy happened during a period of intense rain, which caused
flooding at the junction of Novena Square and a tree to fall
elsewhere.
The teen, identified only as William, was here on holiday. He was with
two friends, Singaporean student Brian Lee and his Indonesian cousin,
who was William's friend.
He was wading through shin-deep waters at 2.30pm along a flooded
section in the Balestier area when he fell into the drain.
The drain is guarded by a railing but William is believed to have
stepped through a break in the railing at the flooded junction of
Martaban Road and Minbu Road. He fell into the submerged drain, which
is about 1.2-metre deep.
"My cousin's friend (William) grabbed the railings but he was soon
swept away," Brian said.
The two other teens were walking just behind William.
Brian said his cousin then ran towards the drain along Mandalay Road.
"My cousin told me to take care of our belongings and he ran towards
the drain to try and save William. He grabbed William's T-shirt and
cried for help," Brian said.
But his cousin could not hold on for long. The Indonesian also tried
to extend his feet to the stricken teen but the rushing water proved
too strong and swept William away, Brian added.
On Wednesday night, Brian told MediaCorp that they had contacted
William's father in Jakarta and that he was on his way to Singapore.
The SCDF said it received a call at about 4pm on Wednesday. Eighteen
personnel and several vehicles, including an ambulance and a water-
rescue vehicle, were despatched.
Watched by a crowd of curious onlookers, SCDF officers searched the
drain and the canal at Whampoa West and Serangoon Road, into which the
drain empties.
The case has been handed over to the police, who said that
investigations are still ongoing. - TODAY

Subject: Proof that PAP's negligence caused death
There's plenty of proof that PAP's negligence caused the death of
Indonesian teen William Lim who unwittingly walked into a rain-swollen
drain at the junction of Mandalay Road and Minbu Road on Wednesday,
got swept away and drowned.
Only after the drowning did the negligent PAP quickly put up a railing
15 meters long along the junction of Mandalay Road and Minbu Road.
Why wasn't the railing built earlier? The answer is simple. They knew
of the danger much earlier but their priority is not to spend money on
making the roads safe. Their priority is to save the money and pay
themselves huge bonuses at the end of the year.
So, the parents of William Lim would do Singaporeans a favor by suing
the pants off the negligent PAP and its minister Vivian Balakrishnan.
